On-Line Permits for Owner-Builders

Owner-builders can apply for simple permits through PRMD's Citizen Access website.

To apply for a permit:

  • Complete and sign the building permit application on-line. Owner-builders do not have to complete the Worker's Compensation Declaration but they do need to complete the Owner-Builder Declaration.
  • Your correct email address must be entered on the application.
  • Fax the signed form to (707) 565-1745 Attention: Customer Service, or scan and email to the address on the bottom of the application.
  • To avoid delays in processing make sure the description of the work is complete and accurate. PRMD publishes examples of description standards
  • PRMD Customer Service staff will process your permit and assess the applicable fees.
  • PRMD Customer Service staff will send an email to you containing your permit number and fee amount.
  • Go to the Accela Citzen Access website and choose the "My Permit Manager" link.
  • At this point the site will ask you to register. Click on the "Register Here" link and follow instructions.
  • When you complete registering with Accela you will be transferred back to the home page. Click on the "Check/Research Permits" link.
  • Select search by permit number on the next screen and enter the permit number. Click on the "Search" button.
  • Information about the permit will be displayed, including the fee balance due. Click on the on-line payment link and follow the instructions.

    Please note that the credit card convenience fee will be added to your fee total.  This fee will be labeled as an Agency Processing Fee, but it is the same fee that is charged on credit card transactions at our office.

  • Print out the receipt for your records.
  • The actual permit and the inspection "job card" will be brought to the site by the Building Inspector on their first inspection.
